I also had this issue and none of the solutions listed were helpful.However, the problem was rather easy to solve.
Just go into the Network tab of the Chrome Developer Console. Be sure that the connection is on No throttling and not Offline.

If you are using the Windows Subsystem for Linux (WSL) on your Windows to run a web server, then this might help
- Open Run dialog by pressing Windows key + R on your keyboard and type services.msc and press Enter
- In the services window, search for the service named LxssManager select Restart from the drop-down menu.
- Restart your WSL terminal and it should be working now it was caused by an issue with LxssManager service.
