If you are using eclipse and try to run standalone java then use vm argument section in run configuration tab .For tomcat or app server in setenv script file put

set JAVA_OPTS=-Xms1024m -Xmx1024m -XX:PermSize=64m -XX:MaxPermSize=384m 

for executable jar

java -Xms1024m -Xmx1024m -jar FILENAME.jar

How to increase application heap size in Eclipse?

In the run configuration you want to customize (just click on it) open the tab Arguments and add -Xmx2048min the VM arguments section.
You might want to set the -Xms as well (small heap size).

Increase heap size in Java

You can increase to 2GB on a 32 bit system. If you're on a 64 bit system you can go higher. No need to worry if you've chosen incorrectly, if you ask for 5g on a 32 bit system java will complain about an invalid value and quit.

As others have posted, use the cmd-line flags - e.g.

java -Xmx6g myprogram

You can get a full list (or a nearly full list, anyway) by typing java -X.

Please see detail:

  1. I use apache-tomcat-9.0.14-windows-x64.zip
  2. Sure use right java version
  3. Edit catalina.bat add set JAVA_OPTS=-Xms128m -Xmx1024m after setlocal
  4. Start Tomcat with startup.bat
  5. Check JVM with: start jconsole, select Tomcat, select insecure
  6. See XMS, XMX

If you want start Tomcat9w.exe, you need install service
