Well it's definitely possible according to the iTunes Connect Developer Guide - Replacing Your App with a New Version.

  1. Log into iTunes connect

  2. Select My Apps module

  3. Select the App update to change

  4. Finally the textfield to change the name as it appears in the store should be located under the screen shots and above the description field.

Does changing the app name in the Apple App Store require me to change bundle ID?

If you only want to add description of what it does, you probably just want to change the name on AppStore because thus when people download it, it will have the name without description, which is better for little fonts under the icon. Therefore you don't need to change your bundle ID because you do not need to change the name on user's device. So yes you can leave the binary completely the same.

If you change your app's name on the App Store do the shortlinks change?

I asked Apple for details, and this is their reply:

We understand that you plan to update the name on your app and want to
confirm the App's direct URL.

The URL for your application will be www.itunes.com/apps/XXXX where
you replace “XXXX” with your app name with no spaces. Once your app
has been approved, your direct link should update to reflect your new
app name. This link will work within 24 hours of your application
going live in the App Store.

However, at this stage both links work.
The old link http://www.itunes.com/apps/StoryBot and the new link, http://www.itunes.com/apps/BookBot both work (at this stage). The old one may expire at some point (try it to see if it has yet) but at the time of writing this they both work.

UPDATE

After some period of time the original link stopped working, and the new link took affect.

Can you change the name of an app after its been submitted to the app store?

How can I edit my app name?

App names can only be changed when your app is in an editable state. Changing the app name on iTunes Connect will only change the app name on the App Store. If you need to change the app name that displays on a customer’s device, you need to edit this name in the binary of your app and send a binary update.
