I believe IE requires the H.264 or MPEG-4 codec, which it seems like you don't specify/include. You can always check for browser support by using HTML5Please and Can I use.... Both sites usually have very up-to-date information about support, polyfills, and advice on how to take advantage of new technology.

Looks like this is an issue with Windows 7 and IE 11. By default, IE 11 is configured with protected mode ON in the Internet Options > Security settings. This blocks videos from playing using the video element. Turn protected mode OFF, and the video plays properly, without the vague, and less than helpful error message.

Windows Server does not by default include certain "desktop" functionality, which includes the ability to play HTML5 video in Internet Explorer. Typically you wouldn't want users using server resources to play video. The "Desktop Experience" feature can be installed to add that functionality.

Installing this has no bearing on another machine's ability to play video served from this server. Other browsers (e.g. Chrome) running on the server have their own capability to play video and are unaffected by this feature being installed or not.

MS Edge and IE 11 does not support html5 video element

After installing from https://support.microsoft.com/en-us/kb/3099229 it works. Need to be careful as I think google best result returns wrong update link.

Unable to play video in IE 11

Its because it is a file. It has extension .mp4

Any link with file in end will be downloading, except in modern browsers this option has changed to autoplay, since a player has been embeded in modern browsers. Thats why opening video or audio file with most popular extensions like .mp4 will be auto playable.

If on modern you want to download, then from menu toolbar choosing File->save (shortcut CTRL+S) on some for better faster response can right click and choose save video.

On IE it does just basic downloading.

Anyways would recommend to let IE stay on its own way and not use it for malware insecurities and vulnerabilities. Use from securest ones Chrome, Opera, Firefox or any other top browsers.
