What does % mean in code next to variable?

Modulo operator gives you remainder from division.

a % b is the remainder of division a by b

x %= y - 3 is equal to x = x % (y - 3) and gives you remainder from division x by (y - 3) expression.

What does this symbol ( ) mean?

The <> symbol means "not equal to": $\neq%$. The symbol is effectively stating "for each x greater than or less than y".

Can also be seen in various other languages as !=.

What does mean?

Yes, it means "not equal", either less than or greater than.
e.g

If x <> y Then

can be read as

if x is less than y or x is greater than y then

The logical outcome being "If x is anything except equal to y"

It seems that the "@" symbol is indeed for documentation purpose. In the example I gave, the Linux kernel is using Sphinx, and the convention is documented here:

What does this syntax mean? (Duration) - String?

(Duration) -> String? is the type of the variable t. In particular here, it's a function type.

It means "function that takes a Duration as argument and returns a nullable String".

The other piece of code shows that the variable t is indeed being used as a function afterwards:

val str = t(Duration.seconds(3))

// which could also be written as
val str = t.invoke(Duration.seconds(3))

What does \a mean in C?

The '\a' in an escaped representation of the BEL charcater which has ascii code 7.

The \ is used to "escape" a character that otherwise has no representation and cannot be written in a string by other means. Another examples are the newline '\n' and carriage return '\r'.
