Java Swing Pixels Being Inaccurate
You need to override the getInsets() method of the underlying JFrame.
@Override
public Insets getInsets() {
return new Insets(0, 0, 0, 0);
}

I found my own way.
after set label.setSize(10,10);
i could find 10 stars in the panel.
