Use Xcode 7 with iOS 10
You need use DeveloperDiskImage from Xcode 8 Beta.
For this extract Xcode 8 Beta app and copy DeveloperDiskImage for iOS 10 to your Xcode folder.
Suppose you extract Xcode to Downloads/Xcode-beta.app
cp -r /Users/fanruten/Downloads/Xcode-beta.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/10.0\ \(14A345\) /Applications/Xcode_7.2.1.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport
After copy DeveloperDiskImage you should start Xcode and connect iOS device to your mac.

With a standard Xcode install one can create a soft link:
sudo ln -s \
/Applications/Xcode-beta.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/10.0\ \(14A5309d\) \
/Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/10.0
Is it possible to use Xcode 7.x with devices running iOS 10 beta?
It is possible but only if you install Xcode 8 along side Xcode 7 (see below) and you connect the iOS 10 device to your computer while running Xcode 8. Once Xcode 8 downloads and processes the iOS 10 device, you will then be able to use the iOS 10 device on that same computer while using Xcode 7.
Rename /Applications/Xcode.app (your Xcode 7 installation) to something like /Applications/Xcode7.app. Then install Xcode 8. This way you can have both installed at the same time.
And you are correct that beta tools can't be used to build and submit to the App Store. Near the very end of the beta, Apple will post the GM version of Xcode and will send an email to developers that they are accepting iOS 10 apps. Using the GM version of Xcode 8 you will be able to submit your iOS 10 app.

NOTE: Swift 2.3 support is not available from Xcode 8.3 + versions
Go to your Applications -> Xcode 7.x version.
Right Click it and click on Show Package Contents and navigate to the path below :-
/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport/
And paste the unzipped folder (iOS 10.0) at the path mentioned above. It will look like this.
In the Device Support Folder for Xcode 7.3.1 version you currently will be having folders upto 9.3 only. Simply paste this iOS 10 folder there.
Finally, Quit and Restart your Xcode and plug in your iOS 10 Device.
Upload new iOS 10 application built by older Xcode 7
Apple recommends you to build and submit to App store with latest SDK. However, it doesn't mean that it forces you to do that. In other words, you can use older SDK to compile you source code. For example, you can compile you app with XCode8 with Swift 3, but if you do with XCode7 and Swift 2.2, it's also fine.

can I built app (xcode 7.3.1 objective C) on iOS 10 ? or any other solotion?
There are couple of option for your application to run in iOS 10.
1) you can build ipa and upload on any third party service (e.g https://www.diawi.com/)
2) Create AdHoc/AppStore Build
3) Download Xcode8
and migrate your app to new Xcode
. This will be better as you can debug your application code if you choose this option.
Note : For Download Xcode8
you need to upgrade your OSX
to 10.11.4
For Option 1 & 2 you can not debug your application code.
