Waiting for Target Device to Come Online
I too had the same problem, then I went to AVD manager and right click on the emulator and stopped it and I RUN the application again and this time it worked.
It may be a temporary solution but works for the time being.
Tools -> AVD manager -> right-click on the emulator you are using -> Stop
Now Run
your application again.
Note: Sometimes closing the emulator directly is not working for the above-mentioned problem but stopping it from the AVD manager as mentioned is working.
How to fix 'Waiting for Target Device to Come Online'?
For Android Studio 4.x.
First stop the app if is trying to start by clicking Stop 'app'
Then proceed ending the task qemu-system-x86_64.exe
Task Manager -> Find qemu-system-x86_64.exe (It's Usually under Android Studio Application) -> End Process
For Android Studio 3.x.
There Are two possible fixes
- By Stoping the emulator:
Tools -> AVD Manager -> Right-Click on the emulator -> Stop
- By wiping the data:
Tools -> AVD Manager -> Right-Click on the emulator -> Wipe Data
If Nothing from the above fixed the problem restart computer and if the problem ensists try reinstalling the emulator.

I was also having the same issue 2 days ago when i update my android studio, today I solve my issue when I was playing around with settings then I saw that in my SDK tools setting Android Emulator is uncheck so I simply checked that box and now emulator is working fine.
Try this steps may work for you also:
- Go to SDK tools > SDK Tools
- Check Android Emulator and click Apply

There are changes, though it's installed, you might need to update

The error is actually Cold Boot: Snapshot doesn't exist, which was answered here. To fix it go to AVD manager -> edit this AVD -> Show Advanced Settings -> Emulated Performance -> Boot Option -> Quick Boot.
This error message didn't show up until I reinstalled Android Studio, which is why I missed it at first.
