For me on a rooted MIUI v.8.5.1 I just need to:

• turn off wifi
• turn on mobile connection In development options

after doing that both Install via USB and USB debugging started to work.

How to disabling Miui Optimizations

This issue was happening on my phone which is Xiaomi Phones running on Miui 8. After turning off Miui Optimizations on Developer Settings, restarting the phone a recompiling the application it worked.

Install Via USB not working - on 7.0 device

I faced the same issue. I was not able to enable Install Via USB option, however, I found a solution that actually worked.

Here are the steps to enable it.

1. Install PlexVPN app on your mobile phone
2. Open PlexVPN then set VPN to China (e.g China-Shanghai) and connect
3. Go to Developer Options and enable Install Via USB option
4. Enjoy :)
