Android SDK Manager gives Failed to fetch URL https://dl-ssl.google.com/android/repository/repository.xml error when selecting repository

If you enter the URL in a browser and then look at the source code of the page you will see that an XML document is returned.

The reason why that URL would work in a browser but not in the android manager might be that you are required to specify a proxy server. In Eclipse (3.5.2) the proxy settings can be found here: "Window" -> "Preferences" -> "General" -> "Network Connections"

Android SDK Manager won't update: connection to https://dl-ssl.google.com refused

The solution for me was just to keep retrying. The easiest way I found was to periodically hit refresh in my browser and once XML was returned, switch to Eclipse -> SDK Manager. For whatever reason it appears my IP address block is being severely throttled by https://dl-ssl.google.com. Hopefully a Google engineer can check out this server's configuration (denyhosts settings??) as it seems to be an ongoing problem with a number of topics in Google groups

Failed to fetch URL http://dl-ssl.google.com/android/repository/addons_list.xml 404 not found

Well, I've found a solution.

1. get this one: http://dl-ssl.google.com/android/repository/repository.xml (it doesn't give 404)
2. find a name of .zip file inside matching your platform (for me it was tools_r22.6.2-windows.zip)
3. find contents in C:/Program Files/Android/, matching contents of archive. Replace files from folder with content from archive.

These steps are enough to make Android SDK functional.

PS: as for 27.11.2015 this can be reproduced on clean VirtualBox with Windows 7: install jdk 1.8, android SDK and you will run into this trouble.

Updating the ADT eclipse plugin solves the problem. Also you can update the SDK Manager to the last version.

Try using "http" instead of "https".
Go to the Android SDK Manager -> Tools -> Options... and check "Force https://... sources to be fetched using http://...".

Also, you can set your proxy settings, if any.
