Cannot install signed apk to device manually, got error App not installed
You may be using the android 5.0 or above device.
May be your development version is not uninstalled properly.
Try this,
Just go to the Settings --> Apps --> Click on your App. ---> In App info page at the action bar menu there will be an option called " Uninstall for All users " click that. Your app will be completely uninstalled and now you can try installing the new version with no issue. Hope this will help you

Signed APK cannot be installed on a device
It looks like your APK is not signed. You can verify this locally by running the following command:
jarsigner -verify app.apk
If the app is signed (with v1 signing), it should output jar verified.
Are you sure that you are uploading the APK that is signed and not an old build or an intermediate artifact?
App not installed' error when installing release APK
My solution to this problem was (Xiaomi Mi5s):
- From Developer Options Enabled MUII Optimization (Reboot)
- From Developer Options Disabled MUII Optimization (Reboot)
Now I can install release versions of APK.
How to fix App not installed error in Android
This is usually caused when you have a debug apk that is signed with a different certificate and you are trying to install a release version with a different certificate. If you have a debug apk on the device try uninstalling it and try again.
Can not install my own generated apk
I found a solution but I still have no idea what caused the problem.
somewhere on my device my app was still installed even though it didnt show up in the app drawer and the play store told me the same. In the settings/apps menu my app was still present (as i mentioned in the edit of my original post) so i clicked on it. If you click on the menu button you can chose unisntall for all users which did the trick. now I can install my apk again.
I have no idea how this happened but there you go, i hope this helps.

I had the same problem as this guy had. the accepted answer over there is much nicer than my poorly foramtted text ;)
