Note that you can omit compressionMillis and System.sleep(). I used them to control frame rate, if you have any misunderstanding feel free to write.

Android: streaming the camera as mjpeg

I got it. Seems, like my http-/content-headers were messed up. The proper headers should be:

Of course, where to put the boundary is your own choice. Also there are probably some fields which are optional (e.g. most in Cache-Control), but this works and till now I was too lazy to strip them down. The important part is to remember the linebreaks (\r\n thingies)...

Android MediaCodec, decoding MJPEG frames

I solved my problem myself. It turns out that this particular decoder doesn't support output to surface, so the solution is to get raw ByteBuffer and then use GLES to do YUV->RGB conversion and display it on the screen.
