Text/Design Tab Missing New Android Project on Android Studio IDE

I had the same problem, restarting the IDE did make that tab appear again.

I can't find the Design tab in my XML file in Android Studio

Many people suggest to restart IDE, but here is simplified way.
You can find the design tab -> View -> Tool Windows -> Design. See screenshot.

Found second way. Do you see the "Text" tab? Right click -> Select next/previous tab in multi-editor file. For me it switch from one tab to another.

Design/Text tab is not showing only for drawable resource files

You can find Preview on the right side of the window:

Or you can enable this window using menu:
View -> Tool Windows -> Preview:

Where is the layout preview in Android Studio?

UPDATE 2 (2020-03-16)

The newer Android Studio version changed the location of this button. Now if you want to see the layout design preview you will need to press one of the buttons at the top right of your xml. The button that looks like an image icon will open the design dashboard, while the button next to it will open the split view where the design is placed next to the XML code:

You should have a Design button next to the Text button under the xml text editor:

Or you can use the Preview button in the upper right corner to add a preview window next to the XML code:
